After the standing committee has approved the development of a new standard, they establish a project group to develop the appropriate standard and appoint a project leader. The project leader distributes the draft standard to the project group members, and the standard proposal is developed, generally as a result of deliberations in written form. Standards and technical reports are normally reviewed by the standing committee within five years after enactment and amendment.
